How do I seek funds or underwriting for a free admission christian Music community festival? - letter of community interest

We or a festival of Christian music in Beaver County are bands, activities for children, the food we send letters to see the concern of all churches in the community if they want to share their mission and community for the community. We were invited to our idea to propose to the Council members for possible purchase. We have no budget and the need to rely on the community. Are there any grants availble. Any tips on how to propose to Council members appreciated. Our mission is to enlighten, and share the love of our Lord.
